PLANNING AND ZONING COMMISSION
May 13, 2009
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 13, 2009.
The meeting was called to order at 6:00 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser appointed Alternate Travis Simpson as Acting Secretary and to vote in the absence of Kathleen Salemi, and Alternate Peter Bonzani to vote in the absence of Elaine Carey. Chairman Kayser stated that the Commission would be voting with seven members.

Soil-Erosion and Sedimentation Control Application – Oak Street and Silver
Lane Water Main Replacement North & South.
Applicant: AECOM; Agent for The Hartford Metropolitan District (Postponed from the April 8, 2009 Meeting)

Upon a motion by Pete Bonzani, seconded by Paul Roczynski, the Commission Voted
(6-0-1) (John Grottole, abstained from voting) to Approve the above Soil-Erosion and Sedimentation Control Application with the following conditions:
1. Final plans are to be signed and stamped (ink and impression) by a Professional Engineer Licensed in the State of Connecticut.
2. It appears that the project will be bid in two parts, the north and south portions of the main installation; provide complete sets of plans for each of the two parts. It was noted during their review individual sheets were missing in each set along with necessary details that are pertinent to this application.
3. The plans note that Oak Street will be milled and paved curb to curb as part of the project but make no mention of restoring pavement markings. Provide a pavement marking plan so that the Contractor can properly restore the
existing epoxy resin pavement markings.
4. The plans do not reserve an area for staging materials and equipment. Provide necessary plans and details
depicting the designated area(s), measures to prevent erosion from material stockpiles, restoration, etc.
5. Will the roadway shelf area be used for staging pipe? If so, provide a note on the plans specifying that these turf
areas disturbed by construction are to be restored prior to completion of the project.
6. On each title sheet: Provide additional labels on the “Location Plan” – Town lines, Town names, streets and street
names, Connecticut River, etc. Provide lines and labels for ½ mile radius around the limits of construction as per
section 217.3b of the regulations. Consider using a Town map and labeling accordingly.
7. Provide soil types within the project limits as per section 217.3c.2 of the regulations.
8. Provide Town note for inspection and approval block on each cover sheet.
9. The Soil Erosion and Sedimentation control narrative needs to be expanded as per sections 217.3c.6-9 and
217.3d.2-7 of the regulations and applied to both plan sets.
10. Prior to submitting final plans and mylars, all proposed test pits are to be excavated and data shown on the plans.
11. Revise “permanent water pipe support…” detail – all sheeting is to be removed.
12. Revise “detail for crossing existing sewer…” – width of concrete encasement, on each side of pipe, shall match
the diameter of existing pipe.
13. Revise “Permanent Trench Pavement Restoration Oak Street…” – see attached Town detail for depth of
pavement in the 12” cutback – revise accordingly
Southern Construction Plan Set:
Sheet C-1:
14. Revise Note 29 to be more specific, see comment 3 above.
15. Revise Note 34 to more specifically include restoration of staging areas and roadway shelf.
16. Revise Note 46 to include turf establishment after topsoil placement.
Sheet C-10:
17. On Sheet C-21 there is a detail for a sediment trap for dewatering. The proposed water main passing beneath the
existing 54” RCP at station 30+40 is likely to encounter groundwater. Graphically depict an area for the sediment
trap on the plan view and groundwater elevation from adjacent boring on the profile.
Sheet C-11:
18. Graphically depict an area for a sediment trap on the plan view and groundwater elevation from the adjacent
boring on the profile for the water main passing beneath the twin 36”x60” CMP culvert at station 36+75.
19. Add station labels to the profile view.
Northern Construction Plan Set:

20. Add a testpit to locate the 10” CMP located at approximately station 58+75.
Sheet C-6:
21. Add a testpit to locate the 15” RCP located at approximately station 72+75.
Sheet C-13:
22. Add testpits to locate the 12” RCP and 18”/24” PVC at approximately station 107+50.
Sheet C-16:
23. Add a testpit to locate the 15” RCP at approximately station 121+10.

modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional

3. Final plans are to be provided for each individual application and labeled
accordingly.
4. Site Plan Modification bond set in the amount of $11,200.00.

proposed landscaping to an existing restaurant/eating establishment.

modified suspended or revoked.
2. Final plans are to be signed stamped (ink and impression) by the design professional.
3. The existing concrete sidewalk located along the frontage of Silver Lane is to be removed and replaced – label
plans accordingly.
4. Prior to the start of any construction within the right of way of Silver Lane, the contractor is to obtain permits
from the Town of East Hartford and the State of Connecticut – note on plans.

Construction of a trussed roof to an existing municipal school building.

Upon a motion by Pete Bonzani, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
- Final plan are to be signed and stamped (ink and impression) by the design professional.
2. Final plans are to be provided for each individual application and labeled accordingly.
3. Provide Town approval block and Town note for inspection on the cover sheet.
- Provide a plan showing existing conditions for the site and within 200’ as per section 705.2b.3 of the regulations – use 1” = 200’ MDC Geodetic and Topographical Survey mapping – label accordingly. Provide a bench mark on the plans – note datum
- Provide construction details on the plans – pipe/trench, cleanout, sidewalk, pavement patch and erosion control measures. Provide an erosion and sedimentation control plan – show locations of all measures along with a material stock-pile area.
- Provide lines and labels for existing underground utilities – check on conflicts with proposed roof drainage system.
